OCC urges community banks to issue stablecoins

The Office of the Comptroller of the Currency urged community banks on Oct. 26 to seek approval to issue dollar-pegged payment stablecoins, aiming to bring smaller lenders into the market as federal rules approach, CoinDesk reported. Banks could apply directly or through subsidiaries under the GENIUS Act, the report said.

How can community banks enter the stablecoin market?

The OCC encouraged banks to become permitted payment stablecoin issuers under the act. The agency said the opportunity complements its Community Bank Comeback initiatives, which it described as efforts to tailor regulation and supervision so community banks can compete and serve their communities.

The GENIUS Act generally bars anyone other than a permitted issuer from issuing a payment stablecoin in the United States, according to the OCC’s final rule bulletin. OCC rules cover issuer activities, reserve assets, redemptions, risk management, audits, reporting and supervision.

When do the OCC’s rules take effect?

The final rule takes effect Jan. 18, 2027, the OCC said. Issuers under its jurisdiction will need to meet the rule’s requirements, which form part of the federal framework established by the GENIUS Act.

The OCC has not yet begun accepting applications, CoinDesk reported. The agency said it will announce when it is ready to process applications and waiver requests after federal paperwork approval; existing issuers with substantially complete applications may request temporary waivers to continue operating during review.

What remains unclear for smaller lenders?

The OCC’s invitation does not establish how many community banks will apply or whether any will launch tokens. The agency’s rule also does not require stablecoin issuers to use community banks or require community banks to serve those issuers, according to the OCC.

Applications and waiver requests are the next step, but the start date for submissions remains unannounced. The eventual number of community-bank issuers and their role in stablecoin payments are still unconfirmed.
